Board Meeting Minutes
8:30 a. m. – 9:30 a. m., Thursday, August 27, 2025

Present: Chris Gosney, Meg Pfoutz, Teresa Cherry, Al Zwilling Lori Warren, Amy Fort, Tim Foster, Russell Henley, Jenny Miller, Richard Nagle, Alexander Richie
Call to Order: Meeting was called to order at 8:40 AM
Action Items
- Approval of Minutes- The minutes of 5-28-2025 were reviewed and a motion to approve was made by Meg Pfoutz and seconded by Jenny Miller. The minutes were approved with no corrections made.
- Fiscal Agent reports-Teresa Cherry presented the financial statements and copies of all vendors paid for the quarter ending 6-30-2025. Teresa Cherry also presented an accounting of all checks paid from 7-1-2024 to 6-30-2025. Teresa Cherry included the 2023 grant that expires on 6-30-2025 being fully expended. The WIOA Formula grant 2024 in the amount of $2,311,305 which currently has $1,269,272.31 in funds spent and another $655,704.96 is obligated to be spent and has a remaining balance of $386,327.73 to be spent by 6-30-2026. A Pre-Apprenticeship dated 1-1-2024 and expires 12-31-2025 grant in the amount of $569,000 of which $307,831.18 funds spent, with another $41,394.67 obligated with $219,774.15 to spent by 12-31-2025. The JTED grant in the amount of $562,325.00 which is to be used only on individuals from the re-entry from Prison that currently has spent $204,835.98, and another $89,278.21 is obligated to be spent and has a remaining balance of $268,210.81 to be spent by 6-30-2026. A Pre-Apprenticeship Expansion dated 7-1-2024 and expires 6-30-2025 in the amount of $123,080.82 was fully expended. This grant will be modified downward by $28,000 soon. In addition to those grants, the organization has a 1E grant in the amount of $342,225 for the purpose of training workers laid off in the Quad Cities which currently has spent $224,277.82 with another $7,617.72 obligated to be spent and remaining balance of $110,329.46 to be spent by 12-31-2025. In addition, a Supplemental State Funding of $28,785 was fully expended before its maturity date of 6-30-2025. Teresa Cherry also stated that there are 3 new grants effective 7-1-2025 and will appear in next quarters report and they are as follows: Supplemental State Funding in the amount of $71,988.00, an Apprenticeship Expansion Grant in the amount of $145,000.00, and the WIOA Grant in the amount of $2,715,441.00. Teresa Cherry stated that the WIOA grant increased by $404,136.00 with Youth funds be pretty much the same amount as 2024 grant, Adult Education was up by a slight increase and majority of the increase came in Dislocated Workers. A motion to approve was made by Jenny Miller, seconded by Meg Pfoutz to approve the financial statements as presented.
- Airplane Pilot Training-Lori Warren presented an airplane pilot training program for approval. She is working with a school located at the Quad City Airport to handle the training. This a demand job area and wanted this program approved although the numbers of individuals going into this job category will be small due to the total cost of obtaining a commercial pilots license. The cost is approximately $250,000 to complete the program. A motion to approve was made by Jenny Miller, seconded by Russell Medley to approve the pilot training program as presented.
Reports
- Programmatic performance – Lori Warren presented the 6-30-2025 preliminary performance goals for the organization have been reviewed with 14 of 15 meets or exceeds performance goals except 1 category which was Youth Employment Rate Q2. Both Lori Warren and Teresa Cherry believe this will be a meet or exceeds once all data is received and updated.
- Update Youth of 2024-2025 Providers-Teresa Cherry provided an update that our organization has taken over the High Roads program in Mercer County. She stated that they have found a new location in Aledo, Illinois and are working on some construction, partially a handicapped assessable bathroom. Despite the construction process, the organization has started classes with currently 16 students enrolled which is at maximum capacity.
- Richard Nagle-Social Media Update-Richard made a very extensive presentation on the American Job Center new and improved website. The website has all the functions to put the website completely up to date and should give the organization much more exposure to the Quad City area of what the organization does and services that they provide.

Additions: Teresa Cherry reported that CESEP which works out of the American Job Center has lost their funding and the organization has talked to politicians about as to next steps and they are awaiting resolution. In addition, United Migrant Opportunities Services (UMOS) is back in operation and Teresa Cherry is working with the organization to see who a representative might be for our organization. The current MOU will need to be adjusted as the picture becomes clearer as to the above two organizations.
